The 2012 Board of Review will be held on Wednesday June 6, 2012, from 6-8pm. Please contact the Village Assessor Mike Walker at 920-854-4896 prior to scheduling an appointment. 

Note: The Board of Review can hear only sworn oral testimony regarding the value of the property. It cannot hear protests regarding the amount of property taxes or questions of exemption. The best evidence of the value of your property is a recent arm’s-length sale of your property. The next best evidence is recent arm’s length sales of comparable property. If there are no sales of your property or comparable property, you should present other evidence that indicates the value of your property. This would include cost, income, appraisals, amount of insurance, and sales of like property.

Burning Ordinance Passed 4/9/2012 - Effective 4/11/2012

ORDINANCE NO.  01-2012 

AN ORDINANCE AMENDING VILLAGE OF EPHRAIM MUNICIPAL CODE AS IT RELATES TO BURNING WITHIN VILLAGE MUNICIPAL BOUNDARIES

Section I:§ 5.11 of the Ephraim Code of Ordinance is hereby deleted in its entirety and replaced with the following:

5.11 Burning within the Municipal Boundaries of the Village of Ephraim

 A Village of Ephraim official, as designated by the Village Board of Trustees, will issue all Burning Permits.  No burning of any kind shall take place until the designated Village of Ephraim official has issued a permit. The cost of the permit shall be $10.00 and the permit will be valid for a period of up to one year expiring May 31.  Permits may be issued only after the proposed site is inspected and approved by the Village of Ephraim designee.  Permits for building structures will be available at the Village Administrative Office and cost will be that of applicable zoning permits.

 Definitions for the purpose of this chapter:

 Outdoor Fireplace:  An outdoor fireplace is a place for building fires outside of the home. Similar in construction to an indoor fireplace, an outdoor fireplace is usually added to a stone, brick, or concrete patio. It often consists of a firebox and a chimney.  Must have a mesh like screen covering the chimneystack to prevent sparks from escaping.

 Chiminea:  A freestanding front-loading fireplace oroven made from clay with a bulbous body and usually a vertical smoke vent or chimney. Must have a mesh like screen covering the chimneystack to prevent sparks from escaping.

Outdoors fire pits:  Must be a pit contained below grade and not larger than 36 inches in diameter.  Must be lined with a non-combustible material, soil, metal or stone at least six inches deep. Portable fire pits do not meet the requirements of this ordinance.

 Recreational burning:  Burning done for entertainment or enjoyment, not for the purpose of commercially preparing food.

 (a) Burning permits may be issued for the following:

  1. Recreationaloutdoor fireplaces, chimineas, and outdoor fire pits. Regardless of zoning of property.
  2. Brush piles and wooden construction debris under certain conditions.  See section (b)(5) and (b)(6) below.

 (b) Requirements to obtain a burning permit are as follows:

  1. Applicant must be the owner of the property applying for the permit and the permit is non-transferrable in the event of a property transfer or assignment.
  2. Outdoor fire pits must be located at least 25 feet from any structure and no closer than 10 feet from any fence, deck or other combustible material.
  3. Outdoor fire pits must be contained within a below-grade fire pit not greater than 36 inches in diameter and lined with a non-combustible material, soil, metal or stone at least six inches deep.
  4. Refer to Village of Ephraim Code of Ordinances Chapter 17.15 (3)(A) for setback guidelines.
  5. Applicant must have a water source available to control the fire at each location where burning is desired.
  6. In order to obtain a separate permit to burn brush there shall be at least two inches of snow on the ground surrounding the location, and, the wind speed, wind direction and weather conditions must be favorable.  The suitability of the location and weather conditions is at the sole discretion of Village official granting the permit and may have restrictions on times and days when valid.

 (c) The following types of burning are prohibited within the municipal boundaries of the Village of Ephraim:

  1. Garbage
  2. Asphalt and roofing materials
  3. Waste oil or other oily wastes
  4. Painted or treated wood including composite wood products
  5. All plastic or rubber products
  6. Leaf piles

 (d) Suspension of permit – in the event that weather conditions warrant, a special fire warning notice shall be posted by the Ephraim Fire Chief, Village President, or designee. The Village Offices shall be notified by the Ephraim Fire Chief, Village president, or designee as well and all outdoor burning shall immediately cease and any issued burning permits shall be temporarily suspended.  When the County or Peninsula State Park issues a no burning warning, all outdoor burning shall immediately cease and any issued burning permits shall be temporarily suspended.

 (e) A person utilizing or maintaining an outdoor fire of any kind and/or the owner of the property where the fire occurs shall be responsible for all fire suppression costs and any other liability costs or expenses resulting from damage or injury caused by the fire, irrespective of whether a burning permit is issued.

 (f) A violation of this ordinance may result in a fine of not less than five times the permit fee and all fees associated with any fire suppression necessary.

 (g) A copy of all issued permits shall be maintained at the Village and Fire Department offices.

 SECTION II:  If any section, subsection, paragraph or sentence of this ordinance is for any reason deemed unconstitutional or otherwise unenforceable by decision of any court of competent jurisdiction, such decision shall not affect the validity of the remainder of this ordinance.

 SECTION III:  This ordinance shall take effect upon its passage and publication according to law.

RESOLUTION 02-2012

AMENDING THE 2012 BUDGET

A resolution amending the 2012 Budget of the Village of Ephraim, Wisconsin, adopted by two-thirds majority vote of the entire membership of the Village Board. 

 BE IT RESOLVEDby the Village Board of Trustees of the Village of Ephraim as follows:

 That the sum of $7,300 be transferred from fund balance to Buildings and Grounds Maintenance to pay for the remodeling of the Village Administration Office previously designated but not spent.

RESOLUTION 01-2012

AMENDING THE 2012 BUDGET

A resolution amending the 2012 Budget of the Village of Ephraim, Wisconsin, adopted by two-thirds majority vote of the entire membership of the Village Board. 

 BE IT RESOLVEDby the Village Board of Trustees of the Village of Ephraim as follows:

 That the sum of $22,000 be transferred from the Wastewater Plant Improvements Account to the Capital Reserve Account and designate the funds for future Reed Bed Project.

 That the sum of $5,938 be transferred from Contingency Account to the Airport Account for invoice to pay cost share of seal coating and crack filling pavement, master plan, and land acquisition for future development.

 That the sum of $126 be transferred from Community Protection Mid Door Calls Account to the Community Protection Extended Accident Policy for 2012 premium.

 Passed and approved by the Village Board of Trustees at its regular meeting on the 13th day of February, 2012.

Administrative Office: The Administrative Office is located at 10005 Norway and Hwy Q and is open Monday thru Friday from 8:30 am to 5 pm. To see the Zoning Administrator Brent Bristol, please call the office at 854-5501 to schedule an appointment.

 Airport: The Ephraim/Gibraltar Airport is located at 9667 Maple Grove Rd. Meetings are scheduled by the Town of Gibraltar Office but will be posted on this site. 

 Assessor:  Ephraim's Assessor is Mr. Michael Walker; he can be reached at 854-4896.

 Committee Meetings: Open Meetings Law - All committee meetings held within the Village of Ephraim are open to the public and a time is provided for public comment, with the exception of a rare "Closed Session."  Such a session will be duly posted in the meeting agenda.  All committee meeting agendas are posted in the following locations – Ephraim Post Office, Visitors' Center, Ephraim Administrative Office, and the Village website. A list of dates and times is provided below.

  The Ephraim Board of Trustees meets on the 2ndMonday of each month at the Village Administrative Office, 7pm.

 Coastal Management Committee meets as needed, and meetings are held at the Administrative Offices 10005 Norway. If you have an item to be addressed by this Committee, please contact the Harbormaster; Keith Lindstrand at 421-0128.

 Historic Preservation Committee meets on the 4thMonday of each month at 6 or 6:30 pm at the Administrative Office 10005 Norway. To be heard by the committee all completed applications must be received by the Zoning Administrator one week prior to the scheduled meeting date.

 Planning Committee meets on the 4thMonday of each month, at 7pm at the Administrative Office 10005 Norway. To be heard by the committee all completed applications must be received by the Zoning Administrator one week prior to the scheduled meeting date.

 Wastewater Committee meets on the Thursday 1 week prior to the Board meeting every month, 9am at the Administrative Office 10005 Norway.

 Dog Licenses:  Erin Bristol, the Village Treasurer collects all license fees and issues tags. State regulations require that a request be presented with a completed license application and a copy of the vaccination record from your Vet and must include the manufacturer, serial number, and lot number and expiration date for your dogs' vaccination.

 Dump Site: The Ephraim Dump site located at 2684 German Rd is open to residents from late spring thru fall and is administered by Mr. Bruce Olson. A schedule of hours will be posted at the Post Office. The site accepts brush only.

 Hall Rentals:  New pricing schedule for Ephraim Residents- Please call Susan Shallow at the Administrative Office at 854-5501 for availability and reservations.

 Holding Tank Pumpouts/Septic Pumpouts/Water Testing: For Ephraim Residents Only-The Ephraim Treatment Plant personnel can schedule a convenient time to pump out your holding tank, septic tank, or test your water for contaminants.  They can be reached at 854-4991.

 Mooring/Slip Reservations/Transient Slip Reservations: Contact the Harbormaster Keith Lindstrand at 421-0128; waiting list applications may be picked up at the Administrative Office at 10005 Norway.

 Recycling:  The recycling station at 10285 Town Line Drive is open for residents on varying days depending on the season.  For specifics regarding what may be recycled and the days and times for recycling right now, go back to the main web page and choose Department & Services then choose RECYCLING on the menu.

 Sewer Bills: Ephraim sewer bills are mailed on the first week of January, April, July and October.  They are due in 30 days from date of the billing.

Tennis Courts: The Village maintains two tennis courts for your use; they are located on Norway and Q just behind the Fire Station The fee for court time is $5 per hour. If you would like to reserve court time please contact the Visitor's Center for reservations.

Visitor's Center: Located at 10049 Water St., it is open May through October; a map of Ephraim is posted year round on the building for reference. The Visitors' Center is the place to go for tennis court reservations and a listing of special events.

 Voting Location/Registration: Election dates will be posted. If Ephraim is your primary residence, you may register and vote at the Administrative Office 10005 Norway.
