Chapter 7 TRAFFIC CODE
7.01 State Traffic Laws Adopted Chapters 340 to 350 of the Wisconsin State Statutes are adopted by reference except as otherwise specifically provided in this chapter.
7.02 Official Traffic Signs and Signals Who May Erect, or Remove Traffic Signs - The Village Board by its agent is authorized to procure, erect and maintain standard traffic signs, signals and markings conforming to the rules of the State Traffic Control Devices Manual. Due to the seasonal nature of the Village and the enormous increase of traffic in tourist season, the Village may act upon Wisc. Stat. 349.07 (6)(b) in erecting temporary signs at crosswalks on Hwy 42 for limited periods of time for the safety of pedestrians. The Village Board has the authority granted by 349.09, Wis Stats to order the removal of a sign, signal, marking or device placed in violation of this chapter.
7.03 Speed Limits No motor vehicle shall travel in excess on 25 mph on any Village street except as otherwise posted.
7.04 Through Streets Designated- The following streets are designated as through streets Water Street (Hwy 42), Church Street (Hwy Q).

Chapter 8 PUBLIC WORKS
8.01 Definition Other Than Sewerage and Water Supply Systems which are covered in Ordinance Chapter 13.
8.02 Management of Public Works The Village Board is responsible for the management of facilities. The Village Board may appoint Committees to oversee Streets & Roads, Buildings, Piers & Docks, Health, Welfare & Recreation.
8.03 Regulations Governing Public Facilities Care, Obstruction, Repair of Pavements, Private Driveways, Moving Buildings, Use of Public Facilities.
8.04 Special Assessments The Village Board shall determine if any public work or improvement or any current service shall be financed in whole or in part by special assessments levied under this section, it shall adopt a resolution specifying this intention either before or after completion.

Chapter 9 PEACE AND ORDER
Offenses against State Laws A listing of Statutes defining offenses against the peace and good order of the State which have been adopted by reference here in Ephraim.
9.01 Declaration of Purpose Regulation of personal conduct to provide for the protection, safety, comfort, security, rights and privileges of all members of the community and protection of their property.
9.02 Offenses Endangering Public Safety & Health With the exception of sheriff or their deputies, no person shall fire or discharge any firearm, spring or air gun of any description within the Village. The board may allow Bow Hunting to be approved on a yearly basis and require an authorized application and permit. No person shall burn grass or brush without a written permit from the Fire Chief or his designate. No person under the age of 18 shall loiter, idle or be upon any of the streets, beaches or other public places in the Village between the hours of 11p.m. and 6 a.m. unless accompanied by a parent.
9.03 Offenses Endangering Public Peace & Good Order Disorderly Conduct no person shall in public or private place engage in violent, abusive disorderly conduct that tends to cause or provoke a disturbance of public order or engage in any fight, brawl, riot or noisy altercation. Loitering- No person shall loiter or prowl in a place, at a time or in a manner not usual for law abiding individuals. Obstruction of Highway or Traffic, Noise Includes the 6/9/08 adoption of a compression Brakes ordinance. No sleeping on the beaches between sunset and sunrise.
9.04 Offenses Endangering Public & Private Property Destruction of Private Property No person shall willfully deface, destroy, remove, or meddle with property belonging to the Village or any private person without the owners consent. , Littering , Beach Areas.
9.10 Penalties Violation of any provision of this chapter shall be subject to a penalty as provided in 25.04 of this Code of Ordinances, Such violator shall be held responsible for the cost of damage to property or injury to person.

25 CONSTRUCTION AND EFFECT OF ORDINANCES,
25.01 RULES OF CONSTRUCTION cites references to the Wisconsin Statutes, use of verbs and adverbs throughout the ordinances.
25.02 CONFLICT AND SEPARABILITY When Ordinances within differing chapters seem to conflict, questions related to the topic of that chapter shall take precedence. Further is any portion of code within a particular chapter is held invalid by a court of law it does not inviolate any other portion of code within that chapter or any other chapter of the Ephraim Ordinances.
25.03 CLERK TO FILE DOCUMENTS INCORPORATED BY REFERENCE- Whenever any code, rule, regulation or other written or printed material is adopted by reference, it shall be deemed incorporated in the Ordinances as if they were fully copied. The Clerk shall maintain a copy of the adopted reference and it shall be available as public record for examination by any person during administrative office hours.
25.04 PENALTY PROVISIONS Describes how and what various penalties that may be applied for violation of Ordinance upon conviction. Penalties refer to first, second and repeat violations.
25.05 REPEAL OF GENERAL ORDINANCES - Ordinances that are officially revoked or abolished.

25.06 EFFECT OF REPEALS If a new ordinance is repealed it does not mean the old ordinance is now in effect. The affect of a cancellation of an ordinance on individuals in violation or previously in violation of said ordinance.
25.07 EFFECTIVE DATE OF ORDINANCES New Ordinances take effect after passage and publication as per Wisconsin State Statutes.
25.08 KEEPING CODE CURRENT Ordinances will be added, edited and deleted as soon as possible after passage, this may lead to re-numbering, re-organization and editing.
